ON November 23, Amon B. Mbekiza wrote that the water and environment ministry in its press supplementary of October 2010 told a naked lie by listing Obwongyerero valley tank as one of the projects undertaken by the ministry.

He alleged that the photograph of the valley tank in the article was computer generated fiction. The ministry wants to put the record straight. Mbekiza’s article was malicious, unresearched and only aimed at portraying the ministry as dishonest and lacking in accountability.

We wish to make the following observations:

-The Obwongyerero valley tank was constructed and substantially completed on the October 29, 2010.
It has been full of water for at least the last six months to the extent that the water spilled through the facility’s spillway.
-The tank was technically commissioned on the same date in the presence of ministry and Isingiro District and Endizi sub-county officials, the Water User Committee members, consultant and the contractor.
-As per the contract requirement, the facility is under the six-month defects liability period whereby the contractor is obliged to remedy any defects that may accrue thereof.
-The tank is already being utilised by the local community for both domestic and livestock watering purposes and only awaits political commissioning.
-We wish to invite Mbekiza at our cost and at his appropriate time for a tour of the facility to dispel his biases.

We hope he will retract his alarming story and write the correct position thereafter.
