PRESIDENT Yoweri Museveni has pledged to start a youth development fund worth sh20m in every sub-county with effect from next financial year.
Addressing rallies in Bulawoli in Bugabula North, Namwenda in Bugabula South and Bupadengo in Buzaya, Museveni said this would be on top of the NAADS money, which village development committees will decide on.
The youth fund, Museveni added, will not require collateral.
“The Movement brought peace and democracy. Now the war is on increasing household income. Previously, the Government had no money because before 1986, all the companies from which the Government got income had collapsed.
“The Madhvani family had run away and the area had become a bush. We have now revived many companies. Those like MTN, which were not her before, have also come. This gives us sh16b a year, which can support our budget,†the President said.
He said the fund would be accessed by youth with project proposals.
When the crowd that had gathered for the rally said the money would be stolen, Museveni responded by saying: “There is a small smelly insect called kamwaka. If you come into contact with it, you smell. When you steal government money, you smell like that insect.â€
He also ordered chief administrative officers and resident district commissioners to explain to the public how money that is sent to districts for NAADS, water and other programmes is utilised, to prevent acrimony.
“We send sh600m every year. This is not deceit. They should tell you how they have used it. If they are lying, the people will definitely know because they are in the communities where these services are supposed to be delivered,†Museveni said.
Commenting on the issue of lunch in Universal Primary Education schools, Museveni said parents were responsible for feeding children benefiting from the programme.
“I don’t want to do everything because the Government will be overloaded,†he said.
Museveni promised to renovate schools in the area, repair the regional road network and build technical colleges.
