OLD political parties have 10 days to register or cease to exist, officials in the Ministry of Justice and Constitutional Affairs said yesterday.
Cheborion Barishaki, the commissioner for civil litigation, told The New Vision that the Political Parties and Organisations Act (POA) of 2002 required old political parties to register within six months after commencement of the Act.
“The Act commenced on July 17, 2002, which means the parties have up to around January 17, 2003 to register or they cease to exist,” Balishaki said.
The parties include Uganda Peoples Congress (UPC), the Democratic Party (DP) and Conservative Party (CP) which are recognised under Article 270 of the Constitution.
Section Six of the Act says a political party which fails to register within six months after commencement of the Act shall cease to exist.
The Attorney General, Francis Ayume, yesterday denied saying the parties were operating illegally because they ceased to exist on January 6, 2003 as reported by The Monitor.
“I never gave a date. I only said that if the parties did not register within the period prescribed by the Act, they would cease to exist,” he said.
“The date is her (the reporter) responsibility, not mine. The date was in her mind to give the story prominence,” Ayume said.
The paper said the parties had up to Monday, January 6, to register.
