THE Electoral Commission (EC) chairman, Dr Badru Kiggundu, has asked the Movement Secretariat to clarify its position on the by-elections in Kinkizi West constituency.

In a January 7 letter to the director of information at the Movement Secretariat, Ofwono-Opondo, Kiggundu asked him to respond to reports that he had publicly declared that the Movement would support Amama Mbabazi in the by-elections.

Kiggundu said the issue was raised by James Musinguzi Garuga, Mbabazi’s opponent.
He said the Movement’s support for one candidate would be contrary to the principle of individual merit and encourage sectarian campaigns.

“This is to request you to make an urgent response to the said allegations in writing to enable the commission handle the matter conclusively,” he said.

The EC has also ordered for investigations into allegations that additional troops have been sent to Kanungu district, and that security and government officials have camped there to hold rallies and night meetings to intimidate Musinguzi’s supporters.

Kiggundu asked the Kanungu Returning Officer to verify complaints that Rukungiri deputy RDC Lt. Emmanuel Niwamanya and the DISO were in Kanungu and planned to stop Musinguzi’s nomination.

“You are urgently requested to investigate these allegations for immediate consideration,” Kiggundu said.

The Kinkizi seat was declared vacant by the Court of Appeal over election malpractice.
