By Anne Mugisa The Chief Justice, Benjamin Odoki, has moved to ease case backlog by giving registrars more powers to handle case technicalities as the judges handle actual hearings. Odoki issued the new practice direction no 1. of 2002 on Judicial Powers of Registrars, on December 31. The directions enhance powers of the registrars to hear a wide variety of matters such as applications for substituted service of summons, dismissal and withdrawal of suits. The Uganda Law Society (ULS) welcomed the move saying it would allow judges more time, speed up hearings and enhance the administration of justice. ULS president Andrew Kasirye said judges spent a lot of time handling formal technical processes before finally handling actual hearings. He said prior to the 1970s, the registrars had the powers under the civil procedure Laws. He however said those powers were eroded in the 1970s and the practice stopped. “This will create a great impact because a lot of the judges’ time was spent on attending to technicalities†he said.
