Mushega Paid Less Stamp Duty On Karim Hirji’s House

The building on plot 30, Lower Naguru East Road, which was initially owned by former Uganda Revenue Authority Commissioner General Elly Rwakakoko, has been a subject of investigation by Justice Julia Sebutinde’s probe commission.
Rwakakoko said he sold the building to Karim at sh210m in 1999. Karim on Wednesday said, “There are no discrepancies in the figures. Mushega paid close to sh200m and I was paid through Housing Finance.”
The title was transferred to Mushega and his relative, Alex Nkakeire Mushega, on April 10, 2001. Two Kampala advocates John Wyne Ojok and Michael Mugabi witnessed the transfer.
The documents indicate that Mushega paid a stamp duty of sh1m, which is 1% of the value of the property.
The probe commission was told in October last year that Rwakakoko took sh55m from Karim under unclear circumstances. The documents seized by the Special Revenue Protection Services (SPRS) indicated that Rwakakoko was paid by cheque on June 3, 2000.
Rwakakoko denied the bribery claims, saying the sh55m was the last installment of the sh210m, the price Karim paid for the building. The Certificate of Title shows the first owner of the plot as John Benard Okoth who sold it to Rwakakoko in 1991.
Sebutinde’s probe revealed that the sh55m is the difference between sh265m, the valuation price in July 1998, and the sale price to Karim.
Mushega said last year that he decided to acquire the property when he was appointed the EAC boss. He said estate agents identified the property for him which he paid for using a loan from the Housing Finance Company of Uganda.
An agreement was signed between Mushega and Housing Finance for a sh90m loan executed on March 26, 2001. Ends
