Lotto licence valid, says AG

THE Attorney General (AG), Francis Ayume, has hammered the last nail on the controversy over Uganda Lottery Company Limited (ULC’s) licence validity.
In a February 10 legal opinion to the Vice- President, Dr. Speciosa Kazibwe, Ayume said: “My legal opinion is that the agency agreement signed on February 25, 2002 is valid and effective.â€
When The New Vision called him yesterday he said, “I quoted article 1.1.7 of the agency agreement between the finance ministry and the ULC.â€
He added, “This article stipulates that the agency agreement is effective from the date the parties signed it. In this case, the effective date is February 25, 2002,†Ayume said.
Ayume’s opinion was copied to the Prime Minister, Prof. Apollo Nsibambi, finance minister Ssendaula and the Principal Private Secretary to the President, Joan Magezi.
Kazibwe had in a February 7 letter to Ayume sought his legal opinion on the licence after a dispute on its validity.
Jean Claude Kabeba and Moses Ssemuwemba signed as ULC director and secretary.
Ssendaula said last evening, “Well, if the AG has given his legal opinion, which I have not yet seen, who am I to challenge it?†he asked.
He added, “ But my concern was not the validity of the licence. We wanted to know the kind of people who were to run it.â€
