OVER 2,000 teachers are due to be been transferred in a massive shake-up of staff in secondary schools nationwide.

Some 400 teachers have already received transfer letters. In the past, teachers were transferred upon being promoted, on the request of school boards of governors, head-teachers or following disputes.

The commissioner for secondary education, Yusuf Nsubuga, said on Wednesday that the teachers affected by the latest shuffle were mainly those who had served in the same school for over 15 years or teachers without the minimum teaching load of 18 lessons a week.

Education minister Dr. Khiddu Makubuya told head-teachers last week that effective this year, the ministry will enforce regular transfer of teachers “to promote lateral professional growth through gaining experience from varied school environments.”

“A schedule of about 2,000 teachers to transfer has been made to start with but transfers will continue to be made until the overstayed cases are cleared,” Makubuya said.

He warned of punitive action against anybody who will resist the transfer.

Former Kololo SS headmistress, Mrs. Bazaire Kabumba, was last year dismissed with disgrace for refusing a transfer to Luzira SS.

She has lost all her benefits and service record, the Permanent Secretary, Francis Lubanga, said.

Among the first batch to move are 15 teachers from Kampala High and 13 from Makerere College School while King’s College Budo, Kibuli, Kololo SS, Kigezi and Trinity College Nabbingo each had 12 teachers moved.

Nsubuga said the transfers would have been enormous had they stuck to the ministry policy, which requires mandatory transfer for a teacher who had served in the same school for 10 years. “For instance over 70 teachers at Budo should have been transferred but we have moved only 12,” he said.

St. Mary’s College Kisubi and Old Kampala SS each had 11 teachers shifted, Kololo High - 10, Kitante, Nabisunsa and Kawempe Muslim, each nine and Mengo, Mackay, City High and Kitebi each parted with eight teachers.

Kyambogo College had seven teachers moved just like Kalinabiri while St. Peter’s College Nsambya and Luzira each had five teachers transferred and Namilyango four.

The transfer has seen some of the teachers moved from Kampala and other urban localities to schools upcountry.
