MASAKA district administration has decided to tender graduated tax collection.

This is because the district failed to raise enough funds due to alleged diversion of funds by chiefs and negative attitude from the public towards tax payment.

The LC5 chairman, Vincent Ssempijja, recently told district leaders that only those n the sh3,000 bracket had paid taxes out of the 90,000 taxpayers, which had stalled district programmes.

He said this financial year's revenue budget had been cut by more than half due to low revenue collection.

Ssempijja said the chiefs had been relieved of the duty to collect revenue because they swindled the the funds and record different figures or under tax some people to share the balance.

He said the tendering of tax collection would be done in Kisekka, Kibinge, Kalungu and Kyazanga sub-counties where the tenderers would get a commission from the collected funds.

The district woman MP, Sauda Mugerwa, told Ssempijja that she had received numerous complaints that widows, the poor and the old were harassed by tax collectors while others were made to pay more than was required.

It was also observed that there was low morale when it came to paying taxes because people were not enjoying any benefits from the taxes.
