But controversy still surrounds the tender. Allegations have been made that top KCC officials have an interest in Multiplex.

Jotham Tumwesigye, the Inspector General of Government told The New Vision yesterday, “Yes I received complaints that some KCC officials have interest in Multiplex.

By the time I intervened, the contract was already signed, but that is not the end of the matter. I am still investigating and in case any corruption is cited in the award of the tender, the contract will be cancelled,” he said.

Multiplex, which is replacing Green Boat Entertainment Limited, will be paying sh80.8m per month. Town Clerk Gordon Mwesigye, announced this in a statement on Wednesday. Green Boat had been paying KCC sh35m every month since 1998. Multiplex take over the business on March 1st, after depositing its first payment.

Tumwesigye’s intervention follows a petition by Hyo Song Moon, the Green Boat managing director to President Yoweri Museveni. The petition was also copied to the IGG and the Ministry of Ethics and Integrity.

Green Boat this time round bid sh46m per month for the contract which was re-tendered on October 29, 2003.

Mwesigye said that six companies bid, of which Green Boat offered the lowest figure. “Although the Council made it clear that it was not bound by the highest or any bidder, clearly Green Boat was no match for the other bidders, when other evaluation criteria were taken into account,” he said.
