MEMBERS of Parliament yesterday queried how some envoys were appointed and posted to their respective missions without the approval of Parliament.
Aggrey Awori and Cecilia Ogwal said the deployment contravened the Constitution, which requires Parliament to vet such appointments.
Bakayana Kityo, the acting permanent secretary in the Ministry of Foreign Affairs presented a full list of Uganda’s ambassadors and heads of diplomatic missions to the presidential and foreign affairs committee chaired by Nsaba Buturo.
The names of envoys appearing in the list of deputy head of missions appointed by President Yoweri Museveni but were not approved by Parliament include Agnes Kalibaala (Nairobi), Miriam Blaak (Brussels), Harold Acemah (Brussels) and Danny Ssozi (New Delhi). Kalibaala lost to Lydia Wanyoto in the East African Legislative Assembly elections.
Awori said, “These people were picked from the streets and made deputy heads of missions. This is a constitutional matter which should be subjected to approval of Parliament.”
