THE Traffic and Road Express Penalty Scheme (on spot fines) to be launched mid-next month, comes with 26 punishable offences, reports Steven Candia.
Excess passengers aboard vehicles and taxi touts will have to part with sh20,000 for flouting traffic regulations.
Top traffic chiefs yesterday concluded a workshop at the Police Training School Kibuli, in preparation for for the launch of the scheme.
The Kampala district traffic officer, Gabriel Tibayungwa, was present at the workshop. Other traffic chiefs present were from the municipalities of Masaka, Jinja and Entebbe.
It was decided that minor road traffic offenders will be served with a ticket on the spot stipulating the offence and the corresponding amount to be paid at any Uganda Revenue Authority office, of the defaulter’s choice within 28 days.
The penalties are as follows: Failing to notify change of ownership and address (sh40,000), using motor vehicle on road which is not registered (sh40,00), driving without a valid driving permit (sh50,000), instructing without valid instructor’s license (sh40,000), instructing any person to drive other than the enrolled student (sh40,000).
Others are: learner driving with out displaying “L†plates (sh40,000), displaying “L†plates while not being with licensed instructor (sh40,000), permitting learner to drive while not displaying “L†plates (sh40,000), making false statements while applying for driving permit/licence (sh40,000), overloading (sh 40,000).
Confusing traffic signs with boards/notices (sh200,000), failure to keep animals under proper control (sh100,000), employer to keep record of driver (sh20,000), obstructing a road (sh40,000), non-payment of street parking charges (sh20,000).
