Emmanuel Kyamanywa, who was 10 years at the time of the incident, wants the money to pay for his treatment.
The Attorney General (AG) has admitted liability. The High Court has set May 30 for both sides to submit their positions on the claim before it determines the amount of compensation.
Through Kusiima and Company Advocates, the boy, who walks with the help of a stick, sued the AG and the district administration. The court heard that Kyamanywa was hit by a bullet on July 31, 1997.
