By John Odyek and Joyce Namutebi Parliament has passed the Universities and Other Tertiary Institutions Amendment Bill 2002, which merges Uganda Polytechnic Kyambogo, Uganda National Institute for Special Education and the Institute of Teacher Education Kyambogo into Kyambogo University.
Social services committee chairperson Dorothy Hyuha (Tororo) on Thursday noted with concern the slow pace at which the Act 2001 was being implemented. She said the Government had not appointed a chancellor to any of the four public universities. Hyuha said charters or certificates of classification had not been issued to any university since the Act came into place two years ago, adding that the governing councils of public tertiary institutions had not been established. The Act requires the National Council for Higher Education to prepare and publish the registers of universities and tertiary institutions that are registered and recognised but this has not been done. The committee recommended that the Makerere University Business School (MUBS) be upgraded from an institution affiliated to Makerere University into a public university. It also recommended that institutions affiliated to Makerere University like Uganda Management Institute, be given university status. Ends
