The Kampala Central team, however, had goalkeeper Paul Musoke to thank for saving two vital penalty shots against holders Kibuli SSS.
The two sides drew 1-all in normal time before Old Kampala won the dreaded spot kicks 3-0 infront of a capacity crowd at Mbale Municipal stadium.
Contenders Standard High School Zanna, who lost 4-2 to the champions in the semi finals, took third place after beating Gombe 3-1 in the play-off of a tournament had abundant talent.
The contest for the annual soccer bonanza proved unpredictable as debutantes APAS SSS of Makindye and Gombe from Mpigi district proved surprise packages by reaching the quarterfinals.
The event that was hosted by Mbale SSS drew a record 49 teams.
Peter Odwe of Kibuli and Augustine Nsumba of Old Kampala shared sh100,000 for the golden boot after scoring nine goals apiece in the 14-day event.
The fielding of mercenaries remained a headache for the organisers leading to the banning of Bunya and Buhugu SSS.
Lango College of Lira were also disqualified from the second round for fielding an HSC repeating student contrary to the regulations.
