SIR— The quickest way to end the insurrection in the north is to put a price on the head of Joseph Kony. But the Government needs to name the right price. Take some of the funds being allocated to defence and set up a multimillion shilling price on Kony’s head, with assured amnesty, free education and relocation for any rebel that will produce Joseph Kony dead or alive.
