WORKS, transport and communications minister Eng. John Nasasira has refuted the Inspector General of Government’s report that the communications institute in Nakawa division is operating outside the law.

Nasasira said the Uganda Institute of Information and Communication Technology (UIICT) operates under the mandate given to the Uganda Communications Com-mission (UCC) under the UCC Act of 1997. He said the Universities and other Tertiary Institutions Act 2001 didn’t repeal section 5(z) of the Uganda Communications Act, which mandated the commission to establish the institute.

“We have serious disagreement with this report. That was the IGG’s interpretation and it’s not final,” Nasasira told journalists at his office yesterday.

The IGG said in a May 12 report the institute was illegal and government grants to it had to be halted because it was registered as a private company.

He accused officials of UCC and the administration of the institute for deliberately ignoring the Universities and Other Tertiary Institutions Act.

Nasasira said it would continue to operate as a private specialised institute under his ministry until cabinet declared it a public tertiary institution.
