Please be informed about pension arrears as far as I know them

to Ms Jane Musinguzi’s letter to the editor and make
the following clarification.

l. Although the senior citizens requested to be issued with certificates of indebtedness to guarantee and ensure payment of their revalidated pensions, the proposal was not adopted.

2. Eventually, they requested for Pension Form NS2 (PFNS2) reflecting the amount of
the computed pensions and attendant arrears to be given as security.

This too was considered untenable for the reasons
hereunder:-

-This is an operational document used in the computation and assessment of pension and gratuity payments.

It is not binding until approval to pay has been received from the Auditor General and funds have been released accordingly.

-The Ministry of Public Service cannot guarantee immediate payment until funds have been provided by the Ministry of Finance, Planning and Economic Development on an annual basis.

-Because of inadequate provision of funds, the Ministry of Public Finance agreed to prioritise payment on the basis of first-in-first-out, beginning with the oldest.

-In this regard, effort has been on paying revalidated pensions for the senior citizens within the released funds.

3. All the senior citizens demanding revalidated pension arrears and other pension arrears are once again informed that the Ministry of Public Service has received zero budget for payment of arrears this financial year 2003/04. The ministry is pursuing this matter further with the Ministry of Finance, Planning and Economic Development.

4. The Government, however, is aware of this outstanding obligation and is committed to identifying funds to pay the revalidated pension arrears and other pension arrears in the shortest time.
