What does Winnie mean Military Intelligence has taken over CID work?

SIR— I wish to make a few clarifications on earlier allegations made by Ms Winnie Byanyima, the Mbarara Municipality Member of Parliament, during her recent interview in one of the dailies.
In the interview, “Museveni, Byanyima divorced politicallyâ€, Winnie claimed that the Joint Anti-Terrorism Taskforce (JAT), which is literally the military intelligence (CMI), has taken over the CID investigation process even as far as prosecution.
If Winnie is not aware, the Joint Anti-terrorism Taskforce is a creation of the National Security Council and is composed of all security organs including the CID. Their major task is that of fighting terrorism which includes aspects like ADF bomb throwers, though it also extends extends to international terrorism.
It’s therefore not true that CMI or JAT has taken over the work of other security organs and supervises the CID. Instead, we work hand-in-hand. What Winnie should know is that military intelligence and security is not JAT.
It only happens that Col Noble Mayombo, the CMI chief at the general headquarters, at the same time heads JAT as one of the operations commanders. It looks as if Winnie has an axe to grind with security agents because of her connections with some rebel groups who have been targets of security agents.
