MEMBERS of the finance committee yesterday vowed to block further releases to the Presidential Guard Brigade, if the finance ministry fails to clarify where its constitutional vote falls in the budget.

MEMBERS of the finance committee yesterday vowed to block further releases to the Presidential Guard Brigade, if the finance ministry fails to clarify where its constitutional vote falls in the budget.

The MPs who were debating last year’s supplementary allocations said the brigade, formerly known as the Presidential Protection Unit (PPU), had a concurrent vote under the UPDF budget, hence double budgeting.

The anomaly was raised by Gomba MP Kalule Sengo, who wondered how state house had accumulated arrears, yet all its staff were budgeted for.

“One time, the explanation given was that PPU is under ministry of defence. On another occasion, you hear that their pay is under state house. Now which is which?” asked James Mwandha (above).
