‘Nebbi has poor labour relations’

There is a poor working relationship between management and subordinate staff in Nebbi district, a recent survey has indicated.
The 31-page report on organisational self-assessment said the gap between the leaders and their subordinates was was widening because of poor attitude.
The district chairman Esrom Alenyo (right), however, dismissed the report.
The survey conducted by the Netherlands Development Organisation (SNV), was launched at Nebbi council hall recently.
It said the district staffs feel some of their bosses were too difficult to deal with.
However, the report does not mention any names or positions of the officials in question.
The head facilitator, Dennis Mubangizi, said the assessment was conducted between April and June this year.
Its aim was to identify critical areas that need further improvement as well as to identify gaps in performance and services delivery mechanisms.
The report also noted that though the strategic project choices were guided by the national priorities especially the Poverty Eradication Action Plan(PEAP), there was a lot of political influencing. It also said in some cases, changes of strategic choices were based on political objectives.
It also said the staff recruitment policy was based on sectarianism, family based, influenced by political patronage and not transparent.
The report recommends the establishment of a district human resource policy to address employee’s concerns.
It also says the district service commission and tender board should be sensitised on relevant acts and regulations.
It said the district council was competent.
