THE Rwandan government had prior knowledge that President Yoweri Museveni would not attend the luncheon after the swearing in of President Paul Kagame.

State minister for regional co-operation Augustine Nshimye yesterday told the presidential and foreign affairs committee of Parliament that The Monitor report that Museveni refused to have lunch at the function was misleading.

In a statement later, Nshimye said consultations were made between the two governments and it was agreed that despite Museveni’s busy schedule, he attends the inauguration ceremony.

“Based on the programme, it was also decided well in advance that President Museveni would only attend the inauguration ceremony at the stadium and return to Kampala,” Nshimye said.

The acting Permanent Secretary in the Ministry of Foreign Affairs Julius B.

Onen said the rest of the Ugandan delegation, including five ministers stayed for lunch. He said the ministers ate on behalf of the President.
