KABAROLE district on Wednesday failed to account for over sh772m advanced to the district offices and individuals during the 1998/99 financial year, reports Milton Olupot.

The local government accounts committee chaired by Lt. James Kinobe (Katikamu North) ordered the arrest of chief finance officer Joseph Rwabuhinga who was later given more time to sort his books out.

The committee grilled the acting chief administration officer, Tadeo Kwemara, for failure to manage the district finances.

“Kabarole is in a mess. What kind of management is this?” Kinobe asked.

“Either you are incompetent, negligent or you intend to mislead this committee. Should we recommend that you also be sacked like your predecessor?” Kinobe asked Kwemara.

The Auditor General queried the district financial statements, saying they did not present a true statement of revenue and expenditure. Sh515,861,638 and sh257,102,396 were unaccounted for in official and personal advances respectively.

Rwabuhinga said the outstanding advances was sh147,163,586 but failed to satisfy the committee in his explanations.

The committee observed that Kwemara was not qualified to hold the office, because he did not have the 10-years experience in public service as required by the law.
