What does Tamale mean Uganda is in crisis?

SIR— I listened to Mr Tamale Mirundi on the CBS programme Mambo Bado on Saturday, and he was saying that Uganda is in a total political crisis. By calling for dialogue with the opposition at this time, the Government was manifesting directly that Uganda is in crisis.

So I would like him to explain what kind of situation justifies Uganda being in political crisis.
