IGG Halts CAO Recruitment

THE Inspector General of Government (IGG) has placed an injunction on the recruitment of the chief administrative officer (CAO) and deputy CAO in Pallisa district over alleged irregularities.

THE Inspector General of Government (IGG) has placed an injunction on the recruitment of the chief administrative officer (CAO) and deputy CAO in Pallisa district over alleged irregularities.
In a letter dated October 14, the deputy IGG, David Psomgen, told the district service committee (DSC) not to fill the posts until the IGG had investigated the complaints.
“In view of the said complaints you are asked to halt the interviews for the above posts and the entire recruitment exercise... and await the outcome of our investigations,” the letter read in part.
An IGG source said some qualified candidates had not been shortlisted. It said it was unfair to advertise for the posts when DSC was not fully instituted.
Four short listed candidates for the post of CAO were due for interviews on October 6.
They are Kabale deputy CAO Okiror Iporotum, Tororo deputy Town Clerk James Idewait, Pallisa assistant CAO Christopher Walusansa and Noel Higenyi of the Human Rights Commission.
However, the exercise flopped when the Ministry of Local Government and the Public Service Commission officials failed to turn up.
The DSC then rescheduled the interviews for October 16.
The line ministry advised the DSC to conduct oral and written interviews.
The DSC had reportedly wanted to carry out only oral interviews, creating suspicion of favouritism.
The post of CAO fell vacant early this year after the district declined to renew Giles Kahika’s (now Kasese CAO) contract. The deputy’s post has never filled.
