THE justice and constitutional affairs minister, Janat Mukwaya, has for the fourth time extended the Constitutional Review Commission (CRC) after it failed to hit the October 31 deadline to submit the report.

THE justice and constitutional affairs minister, Janat Mukwaya, has for the fourth time extended the Constitutional Review Commission (CRC) after it failed to hit the October 31 deadline to submit the report.

The secretary to the CRC, Dr. Higiro Ssemajege, yesterday cited the inconsistent flow of funds from the Ministry of Finance as a reason for the extension. The commission’s term now expires on December 31.

“Like any other arm operating on the government financing, we have been facing financial constraints.

For example since August we have not got any money to run our office, especially printing has been a big problem,” he said.

Ssemajege yesterday said much of the work had been accomplished and they could hand over the report to Cabinet before December 31. “We may not go to 31st depending on how the money is released, especially for paper and running the machinery,” he said.

Established in February 2001, under the Commission of Inquiry Act by the then Minister of Justice and Constitutional Affairs then Mayanja Nkangi, it aimed at examining the consistency and compatibility of the 1995 Constitutional provisions relating to the sovereignty of the people and political systems.

The Commission has collected views in form of memoranda, public comments and proposals. It has also held open hearings and public debates on issues on the terms of reference, and currently on data analysis and compilation of the report.
