Kaggwa cautioned third term agitators against operating outside the Constitution. Kaggwa was on Sunday addressing Christians at the silver jubilee of Busega parish, his home village.

He said the move would stifle leadership and breed dictatorship.

Emmanuel Cardinal Wamala on September 26 condemned the third term at a press conference prompting heated debate from the public.

“Mpulira nti baagala kugaana bannaddini okwogera ku byobufuzi. Kanjogere ku kisanja nga tebanatugaana kubanga njogerera waffe.” (I hear the clergy may be banned from commenting on politics. Let me comment on the third term since I am at home) he said.
