MAKERERE University Business School was at it again - protesting over unpaid allowances.

The students besieged the traditional seat of the Education Ministry at Embassy House and UDC building blocking officials from leaving the premises for at least six hours. Unlike in the past, the Police in a commendable UN-like fashion stepped in as an arbitrator.

Benson Oyo Nyeko, Kampala Police Chief offered the students a Police bus to take them to Nakawa.

For Wasswa Balunywa, MUBS principal, however, the issues at stake were far from over. He told journalists that there was a conspiracy to kill the school and that the ministerial meeting had not yielded anything.

As we were coming to grips with that piece of information, Khiddu Makubuya, Education Minister told Parliament that the Government dud not owe MUBS any money.

He said MUBS could only be experiencing budgetary problems and that the business school did not qualify for supplementary appropriations.

Whether that is true or not, the fact is that the stated demand of the students has been payment of living out allowances.

Before the curtains could even fall on the week, Balunywa declared that he did not want MUBS to become an independent public university. Now, that is either double-speak or MUBS and Balunywa are “more sinned against than sinning.”

What happened in Lyantonde the previous week, cannot escape the eye. A P7 candidate died after a female pupil hit him with a stone for reportedly fondling her breasts. Before we all scream murder or manslaughter, the point should not be missed - girls and women are being sexually harassed in our society. It is either a beastly touch or a vulgar remark.

We are told the 15-year-old girl got angry and hit Bogere Kiberu 18, on the head. Police say the boy died of severe bleeding.

The Uganda National Association for the Blind (UNAB) is not just sitting and waiting for a dramatic incident before they act. Richard Anguyo, UNAB executive director at the launching of the Braille urged government to include sex education for the blind in their curriculum. He also asked government to integrate blind pupils into ordinary schools to allow them learn better.

In Teso, the havoc wrecked by Kony rebels has taken its toll on the education sector as well. At least 50 schools averaging 500 pupils are affected. The worst affected areas are Amuria and Kapelebyong in Katakwi and Soroti districts. George Omuge, Soroti Chief Administrative Officer, said facilities in Soroti Municipality are over stretched with the pupil - teacher ratio going up from 112:1 to 234:1.
