PRESIDENT Yoweri Museveni has appointed a new director general for the External Security Organisation (ESO) to replace David Pulkol whose two-year contract expired last month.
Angalefo Maku’Iga who served under Pulkol as director of defence takes over and will be deputised by ESO director for technical services, Robert Masolo.
A statement from the President’s press secretary, Mary Karoro Okurut, said the changes took immediate effect.
Pulkol has been transferred to the ministry of foreign affairs pending further deployment. The former Deputy ESO boss, Amooti Besigye whose contract also expired last month, remains with the President’s Office awaiting further deployment.
Col. Peter Kerim, the deputy Director General for special duties, retains his position.
Last month, Pulkol sacked Angalefo Maku’Iga as director of defence and replaced him with Capt. Mukwaya.
Pulkol first held the post from 1996 to 1998.
Angalefo Maku’Iga formerly served as deputy RDC in Kumi, while Masolo served at the Ugandan embassy in Ethiopia and Zambia.
Pulkol yesterday said, “I am a happy man. I love my freedom and independence of thought. I leave office with a clear conscience. I am ready to serve humanity for a better Uganda.”
Asked whether the changes were related to his comments at a conference last month in Hotel Africana where the pro-third term group assumed he betrayed the State by speaking his mind, he said, “I served my two-year contract to the full and I never asked for extension. It would have been abnormal if I was sacked, forced to resign or terminated within the contract.”
A source in the Office of the President said, “The appointment of ESO staff as a DG and deputy DG is career development. It means that staff can now grow through the ranks to the level of ESO boss.”
“There had been complaints from politicians and MPs that the Government was disregarding ESO staff but always appointing people outside intelligence services. I hope the staff will now be happy,” the source said.
