DISTRICT tender boards will be scrapped if the ministry of local government’s proposal of having regional tender boards succeeds, reports Simon Mugenyi.

The Minister of Local Government, Prof. Tarsis Kabwegyere, said the ministry was in the process of changing the way tender boards work.
Kabwegyere, who was addressing Mbarara district leaders at Mbarara University of Science and Technology on Wednesday, said one of the options was to have regional tender boards with one board per four districts, to reduce the influence of district leaders on the boards.

District tender boards have been accused of being the most corrupt departments.
Kabwegyere, who was on a tour of the district, said in the districts he had visited, district leaders and sometimes tender board members won tenders, which was illegal.
Kabwegyere attacked religious leaders for not getting involved in district matters yet they had a loyal audience with an opportunity to pass on development messages to the public.

He said religious leaders needed not only to concentrate on preaching the word but also be involved in income generation activities to sustain the churches and mosques.
