PARLIAMENT on Friday passed the Land Amendment Bill 2003 giving the Minister of Lands powers to approve busuulu (nominal land rent) set by district land boards (DLB) and payable by tenants.

PARLIAMENT on Friday passed the Land Amendment Bill 2003 giving the Minister of Lands powers to approve busuulu (nominal land rent) set by district land boards (DLB) and payable by tenants.
The position was struck by the parliamentary committee on natural resources and lands minister, Baguma Isoke.
Isoke said the new position caters for the interests of President Yoweri Museveni who rejected assenting to the Bill until the clause on land rent and powers of the minister on determining busuulu were catered for.
Parliament had on June 18 passed the Bill giving sweeping powers to the DLB to determine the rent and holding back the powers of the minister on the issue.
This was courtesy of a motion moved by Lubaga South MP Ken Lukyamuzi.
However, Museveni returned the Bill to Parliament on September 9 for reconsideration.
The natural resources committee chaired by Ndawula Kaweesi (Kiboga East), has since been scrutinising the controversial clauses.
However, Isoke flanked by lands, water and environment minister, Col. Kahinda Otafiire, told the press on Saturday that sh1,000 as the maximum nominal rent still subsists until the President assents to the Bill. He said he would issue guidelines to the DLB and landlords.
Landlords will be required to keep a register of their tenants.
Issuing guidelines will be guided by variables like economic indexes, economic returns, size of land, taxable income of the tenant and the capital value of the land.
