Why rent out buildings before completion?

EDITOR—I am disturbed by the practice of property owners renting out buildings under construction. Many buildings in Kampala are rented out as soon as the first floor is completed as construction continues on the other floors.

Many buildings in Kampala are rented out as soon as the first floor is completed as construction continues on the other floors. I think this is dangerous and the authorities should look into it before we have another disaster.
