NRM meets over party constitution

The NRM’s National Executive Committee (NEC) meets today to consider amendments to the party constitution, party spokesperson Mary Karooro Okurut has said.

The party leaders will also react to the keynote address by the chairperson, President Yoweri Museveni and the report of the secretary general, Amama Mbabazi, presented during the May 26 meeting, Okurut told journalists yesterday at the party headquarters.

“We are continuing with the agenda of the last NEC meeting. We want to know the progress of the construction of the 27-storeyed NRM house,” Okurut said.
In his address to the NEC last month, the President noted that the fight against corruption was one of the party’s priorities.

He also emphasised the need to develop the energy sector for economic development.

Delegates were yesterday registering at the NRM party headquarters on Kyadondo Road.
The NEC comprises NRM MPs, NRM LC5 chairpersons, chairpersons of the NRM district conference and members of the NRM league.

The committee is also expected to decide on how the party will select its candidates.

There has been a proposition that party flag bearers be chosen by members of the party as opposed to electoral colleges.

The colleges are said to be unreliable and easy to manipulate.
During the 2006 elections, many NRM members stood as independent candidates, claiming that the primaries were rigged.
However, some party members expressed reservation on this proposition.

“In my constituency all people irrespective of their party affiliation have NRM cards and some may use this opportunity to sabotage our candidates,” said Lule Mawiya (Kalungu East).

Mawiya also said LC5 chairpersons should not be NRM leaders in their districts.
“NRM district structures are meant to check the Government. One cannot be their own judge,” he explained.

Okurut said: “This is crucial. We know we have some masqueraders who want to ride on the back of the winning NRM.”
She dismissed claims that the NRM used state funds for its meetings, saying all party members contributed to the activities.

“NRM MPs have been contributing between sh110,000 and sh150,000. We are not rich, but we are also not paupers,” she noted.
