EDITOR—Recently, I was in a taxi to Ntinda and sat next to the driver who was chewing mairungi (khat) like a goat chewing cud. If you visit Qualicel Bus terminal in the evening at around 7:00pm this is a very common practice.

There is a market for the stuff in Kisenyi near the bus park where the weed is sold openly. Are the authorities concerned or aware that khat has narcotic content in it?
