Bushenyi district gets highest NAADSfunds

BUSHENYI district will get the biggest share of the National Agricultural Advisory Services (NAADS) money for districts this financial year, while Bulisa will get the lowest, a parliament committee has been informed.

BUSHENYI district will get the biggest share of the National Agricultural Advisory Services (NAADS) money for districts this financial year, while Bulisa will get the lowest, a parliament committee has been informed.
According to documents provided to the agriculture committee by the NAADS executive director, Dr. Silim Nahdy, recently, Bushenyi will get over sh2.948b out of the sh117b budgeted for districts, while Bulisa will get sh442.9m.
The money for Bushenyi will be distributed to 29 subcounties and that for Bulisa will go to three sub-counties. Nahdy was part of the team led by animal industry state minister Bright Rwamirama to defend the body’s budget for this year.
Rwamirama informed the committee that the approved estimated budget for NAADS was sh134b out of which sh16.9b is meant for the NAADS secretariat.
He said the sh117b, which is meant for districts, would be used for developing capacity among farmers, procurement and delivery of technology in addition to delivering agricultural advisory extension services to farmers.
The money will also be used in strengthening market linkages and promoting value addition. Bushenyi will be followed by Sironko, which will get sh2.9b for 26 sub-counties and Mukono with sh2.85b for 28 sub-counties.
Other districts to get above sh2b include Arua, Iganga, Kabale, Kamuli, Kasese, Kibale, Kitgum, Lira, Manafwa, Pader, Pallisa, and Rakai. Those getting low funds include Bukwo (sh471.5m), Lyantonde (sh574.8m) and Kalangala (sh600m).
This year, the secretariat plans to review and disseminate the NAADS implementation guidelines to all districts. Rwamirama said the activity would require sh650m.
Other activities include supporting strategic enterprise development through local governments and public- private partnerships and supporting value addition through agro-processing.
However, the opposition parties want NAADS scrapped, saying there is nothing on the ground to show for the money spent on it.
