KCC ordered to cancel Old Taxi Park land leases

PRESIDENT Yoweri Museveni has directed Kampala City Council to revoke the leases for the plots around the Old Taxi Park and re-allocate them to the sitting tenants.

KCC leased plots on the Old Taxi Park periphery to 11 private developers in 2005. However, development failed to kick-off following protests from the sitting tenants, including the city commuter taxi management body, the Uganda Taxi Operators and Drivers Association (UTODA).

Adolf Mwesige, the local government minister, in a letter to Nasser Sebaggala, the Kampala mayor, said the sitting tenants should not be evicted.

“The purpose of this letter is to bring to your attention the President’s directive to revoke the original allocation to individuals and re-allocate the plots to sitting tenants,” Mwesige stated in a letter to KCC dated August 19.

He said the re-development should benefit the over 30,000 people, who are currently operating from the premises.

The group of beneficiaries comprises UTODA, the Kampala Disabled Traders Association and the Old Taxi Park Non-Resident Tenants Association.

The land in dispute lies on plots 15-43 on Ben Kiwanuka Street, 9-27 on Burton Street, 38-40 on Luwum Street, M-7 Kampala and 14-18 on Nakivubo Place.

The same plots were among those that were investigated by the commission of inquiry set up by the local government ministry to probe land transactions by KCC. This followed complaints from the sitting tenants.

The commission reported that there were irregularities in the lease of Old Taxi Park plots.
