A person should be reading something at any one time. What matters in reading is the consistency. It does not matter whether it is a newspaper, a book, magazine or anything that develops thirst for knowledge. You must go for it.

At first it people thought that poor reading culture was caused by lack of reading material, but even as books got available, people do not use them. The biggest issue is sensitising people to appreciate the value of reading and what it can do for them.
