THE Institute of Surveyors of Uganda should discipline errant members who cause construction accidents, the Government has said.

Recently, the president of the Institution of Surveyors of Uganda, Nathan Behangana, expressed fear that the lack of registered surveyors had paved the way for unprofessional work and land rows.

The institute has been warned that persons, who, due to professional negligence, cause construction accidents, will be charged.

This was at the African Association of Quantity Surveyors conference at Hotel Africana, Kampala, on Thursday. In a paper, works state minister John byabagambi said once the proposed Building Control Bill was passed, it would address the shortfalls in existing laws relating to the erection of buildings.

He added that complaints had been raised about people who use other professionals’ academic papers to prepare proposals to win contracts.

After winning the contracts, he added, the bidders substitute the team with cheaper and less qualified persons. He said the Government was developing capacity to check documents before they are used.

A proposal for clients to be compensated for loss due to factors beyond control of contractors, is also in the pipeline.
