THE Inspector General of Police, Maj. Gen. Kale Kayihura, has called for the establishment of a Police court martial to try officers who kill civilians using their guns.
“We have got disciplinary courts that only dismiss or transfer as the biggest punishment,†Kayihura lamented.
“When you misuse a gun, why shouldn’t you be subjected to military law?†the Police chief queried.
He observed that since they had applied it for Karamojong warriors and armed robbers, it could as well be used against errant Police.
Kayihura was on Thursday addressing a rally at Alikua trading centre in Yiivu sub-county, Nyadri district where the Police commander allegedly killed a senior one student on Christmas Day.
Michael Benedict Ogingo, who was in company of a special Police constable, Rashid Nyakuni, allegedly shot dead 16-year-old Stephen Enzabugo while trying to stop a night dance.
The two officers, who have since appeared before the magistrates court in Arua and remanded to Arua Government prison, were reportedly enforcing a district security committee resolution that banned discos in the area over the festive season.
Kayihura, who made the journey to pay condolences to the bereaved family and Alikua community, said he would explore options on whether Ogingo and Nyakuni could be transferred to the court martial.
The Police chief later visited the bereaved family and contributed sh3m towards the burial expenses
He disclosed that the Police would start a community project in the area in memory of Enzabugo.
