The mind of the French political authority has it that Rwanda is a province of France. That Juvenal Habyarimaana was a French prefect in Rwanda, but that in that province, there is a sub-nationality called Tutsi who are rebellious to the French authority. This Tutsi should be punished.
There is another sub-nationality called Hutu which is in favour of French rule under the French prefect, Habyarimaana. This should be well equipped with all the necessary weapons to punish the rebellious Tutsi by exterminating them.
To make sure that the Tutsi are against the French authority they have even formed a political organisation calling it “The Rwandese Patriotic Front†(R.P.F) with a military wing calling it “Rwandese Patriotic Army†(R.P.A).
This organisation has carried out a guerrilla war against the French authority in its province of Rwanda under Habyarimaana.
The French authority knew about the war against its territory. It therefore, made prior arrangements for it and armed the majority of the obedient Hutu sub-nationality to confront the anti-French authority. They gave the Hutus matchets to exterminate the Tutsis plus any Hutus who might appear sympathising with rebellion.
As the R.P.F./R.P.A. was infiltrating the territory, Habyarimaana, went out of the territory being driven in a plane by French pilots. On his way back the plane crashed with the French pilots plus the President of Burundi and all died. The French authority suspects the plane had been downed by the rebels.
The French thought of punishing their suspects, at the same time deal with the sub-nationality from which the rebels come.
The exercise started immediately after the fall of Habyarimaana — extermination of one million people of Tutsis and moderate Hutus throughout the whole of Rwanda. This was exercised as well as supervised by the French authority.
As genocide continued R.P.F./A enters the French territory and happens to halt it.
Rightly the R.P.F./A thinks that Rwanda is supposed to be an independent African Republic since 1959 from Belgium.
Belgium no longer claims Rwanda as its territory, but France feels more responsible for both the internal and external affairs of Rwanda and Habyarimaana is acting on their behalf. Anybody touching him will have touched France.
Anybody overthrowing Habyarimaana in Rwanda is overthrowing French authority in Kigali and that is not acceptable to France. Anybody suspected of doing that should have a warrant of arrest prepared for him or her so that they can be brought to the French Book of law to answer how he or she can tamper with French authority in Kigali.
How can the R.P.F./A imagine that Rwanda is an independent state when it has all along been a French territory? How can R.P.F. Imagine it can establish a government of its own choice on a French territory by the clear French name — “Rwanda�
Kigali must dissolve immediately or else France takes an appropriate action on its extended territory. Rwanda has no sovereignty. This is French’s the way of thinking .
Conclusion:
- Imperialism as an economic system and arrangement is die-hard. Even when it has lost its higher stage — colonialism — it persists. It has no permanent friend. It has a permanent interest.
- An imperialist is endlessly arrogant and aggressive.
- The economic greed of imperialism is insatiable.
- Some African leaders are still collaborators with the capitalist ruling classes of Europe and the US which are just eager to recolonise them without analysis on their part as to the hidden intentions of European capitalist, imperialist classes.
This is why Habyarimaana was just a fool, an idiot and a puppet of French authority which he extended in Rwanda.
- A French judge issued a warrant of arrest for the President of an African independent state. Imagine!
- A French judge orders the arrest of a member of Presidential Protocol of an African independent state.
- German imperialism carries out the arrest as an ally of the French.
- The French are not mentioning the death of the Burundi President Ndaryamira who died together with Habyarimaana. May be they consider Ndaryamira less of their puppet, or they are saddened over their pilots who died in the same crash which also becomes a major point for taking action against Kigali.
- Whatever the case, the republic of Rwanda is a member of the East African Community (EAC). All the EAC members at this time of French aggression against a member state, should come to the rescue of a comrade and community member.
- There must be intensified ideological work on the part of independent African states to expose all machinations, manoeuvres and negative tactics by imperialism as an economic system and arrangement to cheat African Latin American and Asian countries especially through trade agreements.
- The African Union must also condemn France and Germany and expose them as hysteric European former colonial powers over Rwanda and assure them that their colonial hangover over Rwanda is just making them live in a fool’s paradise.
- Kinshasa authority accommodates the French trained armed military organ of Interahamwe which exterminated one million Rwandese. Kinshasa must be brought to normal senses which are required for African unity.
- If Angola is supporting the Kinshasa vulgar non-Pan-African authority, it should be exposed, so that we know where we are with present Angola vis-a-vis former Angola at the time of anti- colonial and imperialist struggle. For Congo, authority is vividly pro-French neocolonial tendencies and policies. We are sure that Dr. Mondalaine and Dr. Neto would not support the Kinshasa pro-neocolonial French behaviour to Africa today.
