THE Electoral Commission (EC) has set April 7 and 8, as dates for nomination of candidates to contest in by-elections for local council seats in new sub-counties, town councils, parishes and wards.

In a statement issued on Friday, the EC said the exercise would be conducted at the district registrar’s offices in the respective districts from 9:00am to 5:00pm each day.
The acting chairperson, Dr. Jenny Okello, also issued guidelines to be followed by candidates.

The guidelines require candidates to be registered Ugandan voters.
Public officers, the rules say, should present proof of resignation during nomination.

Candidates are also required to be physically nominated by two registered voters from the area.

Those vying for the posts of chairpersons in the municipality, town council, division and sub- county, are required to present names and signatures of 20 people supporting their nomination.

Candidates for the positions of LC councillors from district to sub-county level are required to present five people supporting their nomination.

Okello said candidates vying for the municipality chairpersons’ seat were required to pay a nomination fee of sh100,000.

Those vying for city divisions, town council and sub-county chairperson’s seats shall pay sh50,000. Contestants for the local councillor seats at district, city and municipality level will pay sh50,000.

Candidates aspiring for councillor seats at division, town council and sub-county levels will pay sh20,000.
All candidates are required to present three postcard size photographs at nomination, the guidelines spell out.

In another statement, Okello said the exercise to update the voters’ register was ongoing in preparation for elections in the concerned sub-counties, town councils, parishes and wards.

She set March 20, as the deadline for registration of voters as well as transfer of voters from one polling station to another.

The EC said recently that there were 1,161 vacancies to fill during the local council elections and that sh2b had been secured for the countrywide exercise.

The elections are aimed at filling the vacancies that were created following failed nominations of candidates in 2006, resignations, deaths and the creation of town councils and sub counties.

The elections will be held in 156 counties, 556 sub-counties, 1,157 parishes and 4,931 polling stations.
