I am stuck with old notes

EDITOR—Usually when a currency note gets old, it may get a tear and users mend it with cellotape. In Rukungiri, it is a different story. When a note gets a tear, it is rejected on first sight and there is nowhere you can buy anything with it!

Can Bank of Uganda please advise how these old but genuine notes can be withdrawn from circulation? I am stuck with them.
