Army promotes 104 officers

The Commander of the Military Police, Col. Dick Bugingo, was yesterday promoted ahead of his retirement.

The Commander of the Military Police, Col. Dick Bugingo, was yesterday promoted ahead of his retirement.

A total of 104 officers were promoted. Bugingo was among 22 senior officers slated for retirement. They received their new ranks at a pipping ceremony at the Bombo army headquarters.
Formerly a Lt. Col. Bugingo was the only senior officer promoted to the rank of Colonel.

Among those promoted to the rank of Major from Captain were Posiano Mayanja, Anthony Kinene, Deus Kimbugwe, John Kataate, Atanasi Kasasa, John Kasoma, Juma Ondoga, Marius Kigundu, James Opio, Ali Taban, Alayi Nigo and Ronald Andiga.

The function was presided over by the deputy chief of defence forces, Lt. Gen Ivan Koreta, who represented the chief of defence forces, Gen. Aronda Nyakairima.
Dressed in full military combat, Bugingo was accompanied by his wife Agnes. She helped him to dress up in his new rank.

Bugingo joined the army, then NRA, in 1981. Yesterday’s ceremony came as a capping to more than two-and-a-half decades of service.
“I am extremely happy and excited about my promotion. The 26 years I have served is more than enough and if they retire me after a promotion, that is a just reward for a job well done,” the 53-year-old officer said.

Asked about his plans upon retirement, he was cagey but did not rule out the possibility of a come-back. “Retirement doesn’t mean anything. I will still be active. I will just put down my combat, anytime I can come back,” he said.

Bugingo has served in various capacities. Prior to becoming the commander of the military police, a post he has held for the last eight years, he was the commandant of the presidential protection unit, now the presidential Guard Brigade.

Koreta congratulated the army officers on their promotion butreminded them of their constitutional duty to protect the territorial integrity of the country.

“Even with these ranks that task does not change,” he said. He counselled the military officers on the importance of saving and the need to lead straight lives to avoid contracting diseases.

Present at the function was the chief-of-staff of the land forces, Brig. gen. Geoffrey Muheesi and the chief of personnel and administration, Col. Phinehas Katirima.
