ABOUT sh1b will be spent on the Commonwealth Youth Forum scheduled for November in Kampala. The state minister for gender in charge of the youth and children, James Kinobe, said 75% of the money had been released to his ministry for preparations.

The money is in addition to the sh177m advanced to the ministry last financial year to prepare for the same event.
The minister said they would procure conference materials such as handbooks, bags, umbrellas, banners, stationery and literature.

The youth forum provides a platform for the youth to contribute to the Commonwealth agenda.

Appearing before the parliament select committee on CHOGM chaired by Buikwe North MP Onyango Kakooba, Kinobe said the forum would run from November 14 to 21 at Imperial Botanical Beach Hotel Entebbe.

Each of the 52 member states will have two representatives and Uganda, being the host country, will have 25 representatives.

However, the youth MP for the western region, Robert Kashaija, queried the criteria used to pick the 25 delegates. He said several district youth councils were left out.

“The youth I represent complained that some slots were reserved for ministry officials. They argued that participation in the forum was dominated by technocrats at the expense of the youth,” Kashaija said.

Kinobe explained that all youth groups, including those from opposition parties, will have representatives.

Australia, India, Mauritius, Seychelles, United Kingdom, South Africa, Singapore, Swaziland, Tonga, Trinidad and Canada are among the countries that have confirmed their participation.
