PRESIDENT Yoweri Museveni has not yet appointed a chancellor, five days to the end of Prof. Apolo Nsibambi’s term of office.

A university source yesterday said this has raised concerns about a vacuum at a time when the institution is facing financial challenges.

Nsibambi’s term expires on October 23.

The chairman of the University Council, Matthew Rukikaire, yesterday said: “We hope the President will make an appointment soon.”

Vice-President Prof. Gilbert Bukenya and Prof. Mondo Kagonyera were nominated for appointment.

A chancellor can only be appointed by the President on recommendation of the University Council.

“The chancellor shall hold office for a period of four years but shall be eligible for re-appointment for one more term.

The chancellor shall be the titular head of the university and as such shall preside over all ceremonial assemblies of the university and confer degrees,” according to the law that governs the universities.

Kagonyera is a former dean of the Faculty of Veterinary Medicine and former chairman of the university’s appointment’s board. He is the deputy managing director of the National Social Security Fund.
Bukenya is a former dean of the Faculty of Medicine.
