Former LRA man Makasi, wife get amnesty

THE former Lord’s Resistance Army (LRA) operations commander, Patrick Opiyo Makasi, and his wife have been granted amnesty. Nathan Twinomugisha, the Amnesty Commission principal legal officer, yesterday said.

THE former Lord’s Resistance Army (LRA) operations commander, Patrick Opiyo Makasi, and his wife have been granted amnesty. Nathan Twinomugisha, the Amnesty Commission principal legal officer, yesterday said.
“We are only waiting to issue them with amnesty certificates once they have been signed by the chairman.â€
He said the chairman, Justice Peter Onega, had been away in the DR Congo but returned over weekend.
“We expect him in office tomorrow (today) to sign the certificates. Once that is done, we shall notify him (Makasi) to pick his certificate.â€
Makasi was handed over to the commission by the United Nations Mission in Congo last week after repatriating him from Goma, DRC. Before defecting, Makasi was the third highest commander in the LRA.
Makasi presented himself to Congolese authorities on October 07 in Dungu, North East of the DR Congo.
After escaping with from Garamba Park where LRA chief Joseph Kony is still holed up with some of his commanders.
FACTS ABOUT AMNESTY
Granted to any person who engages in war or armed rebellion from January 1986
Granted to actaul participants in rebellion and their collaborators
Is given to a person who reports to an army unit, Police station, local council executive, magistrate or religious leader
If the person has been charged with an offence, he/she gets amnesty after declaring to a judge, prison officer or magistrate that he/she has renounced active rebellion
