PRESIDENT Yoweri Museveni has asked the Auditor General (AG) to conduct a special audit of the funds released to prepare for the Commonwealth Heads of Government Meeting (CHOGM) hosted last month.

Prime Minister Apolo Nsibambi told Parliament yesterday that the AG would conduct a financial and value for money audit of the funds and submit a report to Parliament within 30 days.

“Speculations and concerns on the use of CHOGM funds have been rife in this House, in the press and the public,” he said.

Nsibambi said the President had the powers to request the Auditor General to audit any person’s or organisation’s accounts.

However, the AG, John Muwanga, said he would not be able to carry out the Cabinet’s request within 30 days. He requested for three months (90 days) to carry out meaningful work.

He explained that CHOGM used sh247b spread over a period of three financial years: 2005/06, 2006/07 and 2007/08. The Government entered into various agreements with private companies he added.

However, the sh247b quoted by Muwanga was below the sh276b recently announced by President Museveni.

“I need to obtain free access to various financial aspects of those organisations. The Cabinet has to pressurise those organisations to avail my office the necessary information in a timely manner,” Muwanga said. He observed that complications may arise from some on going CHOGM activities like civil works.

Nsibambi’s announcement came as Henry Banyenzaki (NRM) was scheduled to move a motion asking Parliament to demand that all ministries that were involved in organising for CHOGM should provide accountability of their activities within a month. In spite of the premier’s move, Banyenzaki was still allowed to table his motion.
