Govt denies pressing UNEB for easy exams

EDUCATION minister Namirembe Bitamazire has dismissed claims that the Government influences UNEB, the examinations body, to set ‘cheap and easy’ Primary Leaving Examinations to justify success in the Universal Primary Education programme.

She called for an end to selective examination of candidates. “Some schools set candidates’ exams from work covered in Primary Six and Seven 6. This is unfair to our curriculum. The pupils should be examined on what they studied right from Primary One.”

Bitamazire was speaking during the national conference on enhancing the quality of primary education in Uganda at Colline Hotel in Mukono on Monday.

She defended the use of local languages in teaching, saying they enable children learn and understand concepts fast. “The local language is a foundation for learning English and other language.”

Gabriel Opio, the higher education state-minister, said several pupils were dropping out of the UPE programme. He said of the three million pupils who started the programme in 1997, only 440,000 registered for PLE. “At least a million pupils should sit for PLE,” he said.

George Wopuwa, the Bubulo East MP, urged female teachers to always plan so that they give birth during the long Christmas break. This, he said, would curb absenteeism during the school term.
