Colonel John Mugyenyi has finally backed off the contested market and returned the 49-year lease title, which his company, Rhino Investments, had secured from Kampala City Council.

His wife, Hope Mugyenyi, on Thursday handed over the lease documents to mayor Nasser Ssebaggala at a brief ceremony held in the office of local government minister Adolf Mwesige. “I had acquired the land from KCC but President Yoweri Museveni directed that the land be given back to vendors,” Mugyenyi said in a letter to the minister, which he copied to the President. “I am forwarding to you all legal documents for Kisekka Market in my possession.”

The move followed massive pressure which thousands of vendors mounted on KCC to grant them the lease so they can redevelop the market themselves.

Mugyenyi had acquired the lease at sh1.5b. The President instructed the Attorney General, Dr Khidu Makubuya, to evaluate and compensate Mugyenyi.

The President also asked Makubuya to help the vendors form a legal entity to manage and redevelop the market.
