Demolish old Police barracks â€" MPs

MPS have called for the demolition of Police barracks in Gulu, Lira, Atyak and Arua districts. The MPs on the defence and internal affairs committee refused to approve a sh1.6b budget by the Force for renovation of the barracks.

Meeting officials led by Kale Kayihura, the Inspector General of Police, the MPs said the barracks were too dilapidated to be renovated.

Bwambale Bihande (FDC) proposed that new structures be constructed. “I propose that the money for renovation be used to either construct new structures or that you put up uniports. Why should you spend money on an old building that will need renovation a few years later?”

Kayihura said most of the barracks need major works. “I agree with you that these barracks were constructed a long time ago and are dilapidated, especially the municipality barracks,” he said.

He noted that the construction of new structures was expensive. “We are trying to mobilise people from the estate department to do the work,” he explained. “It is a shame given the fact that most barracks are located on prime land.”

Kayihura told the committee chaired by Mathias Kasamba (NRM) that 10 contractors were being investigated for shoddy work.

He said the Force faces challenges of policing in the north, citing the former local administration police officers who were integrated into the mainstream Police.

Kayihura said most of them had awarded themselves high ranks, conflicting with the structures in the Force. “When they left the local administration police, most of them accorded themselves commissioners yet they are not trained. It is a problem. You find a Police post having more that three bosses of the same rank,” he said, sending MPs into laughter.

Kayihura told the committee that they plan to purchase 847 uniports for sub-county Police posts at sh3b.

He said Yumbe would receive 28 uniports, Nebbi 35, Moyo 28, Arua 35, Nyandri 35, Koboko 21, Amuru 35, Oyam 21, Apach 35, Lira 28, Dokolo 28, Amolatar 28 and Kaberamaido 28.

Others are Soroti 35, Kumi 28, Bukedea 21, Pallisa 28, Bukwo 28, Kapchorwa 35, Sironko 35, Budaka 35, Kotido 28, Abim 28, Nakapiripirit 28, Moroto 28 Kaabong 35 and 84 for the Anti-stock Theft Unit zonal barracks.
